Description:
Instructors who are trying to Post Announcements are receiving duplicate emails when they are selecting the option to send immediately.
Steps to Repeat:
  1. Log into Blackboard Learn as an Administrator
  2. Access an Original course
  3. Create an announcement and
  4. Select the Email box and select Send

Observed Behavior: Observe in Microsoft Outlook that a duplicate announcement is received.
Expected Behavior: No duplicate emails.
