Description:
Significant delays when using rubrics in activities. Specifically, these rubrics failed to load correctly for criterion marking purposes.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Create thousands of users
  3. Create an Ultra Course
  4. Add the users as students
  5. Create a Test/Assignment/Assessment
  6. In the test settings, assign groups
  7. Pick 'Random assign' and accept the default
  8. Save the assignment and go back to Submissions


Observed Behavior:
HTTP 414 Request-URI Too Large

Expected Behavior:
The user should be able to access all the attempts and then view the rubrics.
